"Of serious concern are the drivers who are fatigued, who drive under the influence of alcohol and drugs, undocumented drivers as well as unroadworthy vehicles," the department said in a statement.
"Minister Peters urges all road users to ensure that their vehicles are roadworthy, that they take regular breaks and adhere to the speed limit and buckle-up."
Pedestrians were urged to cross roads safely, and refrain from drinking and walking.
Peters urged road users to report traffic offences, unroadworthy vehicles or aggressive, irresponsible, negligent or reckless driving on 0861-400-800, the department said.
"Remember, we are all ambassadors of road safety and together we can save lives and move South Africa forward," it said, adding that there were 1143 deaths in 924 crashes from December 1 to 30, compared to 1168 deaths in 974 crashes over the same period last year.
The department said on Sunday that, as holidaymakers returned home, there were high volumes of traffic on the N1 between Gauteng and Limpopo; the N1 between Gauteng, the Free State and the Western Cape; the N3 between Gauteng and KwaZulu-Natal; the N12 between Gauteng, North West, Northern Cape and Western Cape; the N4 between Gauteng and North West; and the N4 between Gauteng and Mpumalanga.
The department said anyone who transgressed traffic laws would be arrested and fined.
