ANC leaders ‘must deliver’

THE Bhisho cabinet led by Phumulo Masualle and ANC provincial bosses were summoned to a meeting at Luthuli House on Wednesday where President Jacob Zuma outlined the “do’s and don’ts” of their term in office.

Earlier in the week Zuma held a meeting with his newly elected national cabinet.

He then summoned executive council members from all eight ANC-run provinces, as well as the provincial executive committees (PEC) to a meeting on Wednesday.

Zuma, along with other national officials including Deputy President Cyril Ramaphosa, secretary-general Gwede Mantashe, his deputy Jessie Duarte, treasurer-general Zweli Mkhize and national chairwoman Baleka Mbete, outlined the party’s key priorities for Zuma’s second term.

ANC provincial secretary Oscar Mabuyane said the key emphasis of the meeting was “delivering on the ANC’s manifesto”.

Among the party’s key priorities is the ambition of creating six million jobs over the next five years. This despite Zuma missing a five-million job creation target that he set during his state of the nation address in 2010.

The party has also committed to improving the education system, which faces a shortage of books and teacher absenteeism, by ensuring that there is learning material at all schools and a teacher in every classroom.

Another target is to increase access to health facilities . This is largely dependent on the government’s National Health Insurance Scheme, due to be rolled out over the next 12 years.

Mabuyane said Zuma’s message at Wednesday’s meeting was clear: “deliver on the mandate as outlined in the ANC election manifesto” – and that if one failed, he or she would have to face the music.

“It was an order from the powers that be that deployees must deliver. We have a manifesto, and all provinces must do what we promised in the ANC manifesto,” said Mabuyane.

The party’s national executive committee continued with a similar meeting yesterday, in preparation for the party’s lekgotla.

The lekgotla is where the government programme is fine tuned in preparation for the president’s state of the nation address, which is scheduled for later this month. — zineg@dispatch.co.za
