Cogta looks to bolster struggling EC municipalities

Co-operative governance and traditional affairs (Cogta) MEC Fikile Xasa has dispatched two senior officials from Bhisho to two troubled municipalities in the Eastern Cape.

Zolisa Mdikane has been seconded to the financially unstable King Sabata Dalindyebo Municipality‚ while Themba Hani has been sent to try and turn around the fortunes at the OR Tambo District Municipality.

Mdikane is general manager for Operation Clean Audit‚ and Hani works for Cogta as a general manager for local economic development.

Their brief is to stabilise and strengthen administrative capacity at both municipalities‚ including the filling of vacant senior management posts.

“Our programme is to strengthen municipalities and traditional leadership institutions‚ including instilling a sense of urgency towards creating better communities‚” said Xasa in his policy speech recently.

“Our communities are impatient‚ hence the need to move with due speed to provide capacity to municipalities. The building of strong municipal administrative systems and processes is of utmost importance.”

The MEC argued that his department had a legislative responsibility to support municipalities and strengthen their capacity to manage their own affairs‚ exercise their powers and perform their functions.
