ANC lays down the law to BCM councillors

BCM’s ANC councillors were hauled over the coals in Calata House yesterday.

Provincial ANC leaders are keen to ensure the smooth running of the metro’s special council meeting tomorrow, when the metro’s new leaders are to be sworn in.

Former MPLs Alfred Mtsi and Xola Pakati are taking over from Zukiswa Ncitha and Temba Tinta as mayor and deputy.

The Daily Dispatch has reported on how divided the ANC caucus has been in past weeks, and at least one council meeting was shelved because comrades could not agree on how to handle a report on the conduct of municipal manager Andile Fani.

Fani and Ncitha have long been at loggerheads with ANC councillors split between them.

The aim behind yesterday’s meeting at the ANC’s provincial HQ was to brief the councillors on the items to be discussed at the council meeting and on how they were expected to conduct themselves.

The Dispatch understands that a similar meeting was convened for BCM’s branch chairs, secretaries and other regional executive committee members.

ANC provincial secretary Oscar Mabuyane yesterday confirmed both meetings.

“It was important to communicate with both our members at branch level and our deployees in council on why the PEC deemed it fit to effect the complete overhaul in the BCM leadership. We took branch leadership on board on Monday, and everyone agrees the changes were long overdue. We received similar positive feedback from councillors, a spirit which will assist the new incumbents to inject the necessary positive change in Buffalo City.”

Ncitha resigned last Friday and will be deployed as an MP in the National Council of Provinces.

Tinta moves to the Bhisho legislature as an MPL. Mabuyane said on Friday that Fani was not off the hook after the metro’s poor audit outcomes for 2013-14, accusations of qtampering with the tender box and for not informing council about a national treasury investigation into his handling of finances during the 2012/13 financial year.

The ANC also asked Fani to resign last week. Mabuyane said council, as the employer, would handle the changes in administration as guided by law.

Fani could not be reached for comment yesterday.
