Ex-cop sentenced for fraudulent land sale

A former senior police officer arrested in 2014 on allegations of selling state land has been convicted of the crime.

Colonel Majoro Moraba, then Mount Fletcher police station commander and former acting Mount Fletcher cluster commander, was sentenced last Friday to 12 months imprisonment or a R10000 fine.

He fraudulently offered municipal land to businessman Bilal Khan, claiming that it was his. In return he wanted Khan to build him flats for accommodation rental.

Eastern Cape Hawks spokeswoman Lieutenant Anelisa Feni said Moraba had being arrested after Khan became sceptical and approached his lawyers.

“Colonel Moraba delivered two land transfer documents to Khan,” said Feni.

“One dealt with transferring part of the land from Elundini municipality to Colonel Moraba while the other transferred another portion of the land from the municipality to Khan.

“Both documents contained a fraudulent signature from the municipal manager”.

According to the Hawks, Moraba approached Khan, a businessman in Mount Fletcher, in 2012 to build him 10 small residential flats next to the Mount Fletcher police station.

He said he planned to rent them out.

The Daily Dispatch understands that many of those who were to occupy the flats were municipal employees and other government officials, including police.

“In exchange for building him these flats, Colonel Moraba said he would give Khan a portion of the land as payment.

“Moraba had assured Khan that the land next to the Mount Fletcher police station belonged to him, whereas, it legally belonged to Elundini municipality,” said Feni.

When Khan received the land documents he became suspicious as the approval of the transfers had been done swiftly.

“Consequently, he sought counsel from his legal advisor who at the time happened to be Elundini Municipality’s legal advisor.

“The attorney then contacted Elundini municipal manager who knew nothing of the two land transactions.”

The case was reported to the police and the Hawks started investigating it in July 2013. Moraba immediately resigned from the police before appearing at an internal disciplinary proceeding.

On Friday he was found guilty by the Mount Fletcher Regional court. — bonganif@dispatch.co.za
