Two people were killed and 12 others had to be airlifted to Mthatha and Butterworth hospitals after the bakkie they were travelling in overturned on the N2 near Dutywa on Sunday night.
Police are now investigating a case of culpable homicide with spokesman Captain Jackson Manatha saying the cause of the accident was still unknown.
The two who died, believed to be a man and woman aged 21 and 19, cannot be named until their next of kin have been notified of their deaths.
