Government wants you to help it fill the ‘gaps’

Former President Kgalema Motlanthe on Wednesday called “on the public to make written submissions about their experience” of the “more than 1000 laws passed since our first non-racial democratic election in 1994”.

This came after a meeting of the High Level Panel on the Assessment of Key Legislation and the Acceleration of Fundamental Change‚ which is chaired by Motlanthe.

Specifically‚ the panel wants to know: “Have they made life better and how? Have there been problems with how the laws have been applied? What gaps should be filled?”

A statement said: “The panel is looking at the laws passed through three main focus areas: poverty‚ unemployment and the equitable distribution of wealth; land reform‚ sustainable livelihoods and rural development and security of tenure; and social cohesion and nation building”.

As well as written submissions – which should be sent by to PO Box 2164‚ Cape Town 8000 (att: Leanne Morrison) or emailed to highlevelpanel@parliament.gov.za – the panel will hear “oral submissions at public hearings in all the provinces” — details of these will be announced “closer to the time”.

“The South African Legislative Sector’s Speakers’ Forum launched the panel in January to assess the effectiveness of key legislation passed by Parliament and Provincial Legislatures since 1994‚” a statement noted.

Part of the panel’s mandate is to “identify gaps and propose necessary interventions and recommendations” and well as identify “laws that need strengthening or amendment and which are enablers of the country’s transformational agenda”.

“It will also involve assessing laws that impede South Africa’s developmental agenda.”

The panel’s final report is scheduled for release in August 2017. – Tiso Black Star Group Digital
