A secret Buffalo City Metro preliminary report on an investigation into fraudulent transactions has revealed how officials released millions of rands – paying service providers who did little or no work at all.

After days of consultation, BCM spokesman Sibusiso Cindi confirmed the report at the weekend, but said items in it had been dealt with in terms of the Municipal Finance Act.

In a glaring exposé, contained in the September 2014 report, which has been kept secret, a service provider received R13-million in cash over a period of two months – but there was no evidence of work done by the company...More in the Dispatch
