Appointment discrepancy claims denied

Eastern Cape government spokesman Sizwe Kupelo has denied that some employees at premier Phumulo Masualle’s office were appointed without processes being followed.

He was responding to concerns raised by legislature and union members in a report published in yesterday’s Daily Dispatch.

Both the Bhisho Legislature’s portfolio committee on the office of the premier and Nehawu at Masualle’s office have raised concerns that employees were being moved around senior positions without processes being followed. They also complained about “double parking” in which senior personnel were hired as specialists in both human resources and finance units, while there were general managers responsible for those two units.

Kupelo yesterday said there were no employees at the premier’s office appointed to posts that were not on the establishment’s structure and without the prescripts of the Public Services Act being followed.

He said all posts additional to the establishment were formally approved before they were made.

The labour union also raised concerns about the “chopping and changing” of staff without processes allegedly being followed.

This after Masualle's chief of staff Lungelo Madlingozi was removed from his post and replaced earlier this month with Nandi Sikutshwa.

Nehawu claimed Madlingozi has since been given another senior post, “with almost the same benefits, without it being advertised, or being on the organogram structure”.

Kupelo said Masualle “has exercised his prerogative in appointing a chief of staff, in line with the ministerial handbook”.

“The former chief of staff was consulted extensively before being duly transferred to the administrative position which is also critical within OTP. Concerns regarding the so-called ‘double parking’ were raised by staff with the premier during his staff meeting last week.

“The premier holds a view that officials who do not perform should be dealt with in line with labour relations act processes,” said Kupelo.

He said there were no employees appointed without PSA prescripts being followed “as all posts that would be additional to the establishment were formally approved based on changing needs”.
