Ex-Bhisho boss fingers speaker in ‘political ploy’

Former Bhisho legislature administration head Pumelele Ndamase has accused legislature speaker Noxolo Kiviet of trying to frustrate his political ambitions in court papers filed in the Bhisho High Court.

In the paper’s filed last month, Ndamase alleges the ANC member of the provincial legislature (MPL) position left vacant after the appointment of Mluleki Dlelanga as Young Communist League’s national secretary last year, and which is expected to be filled this month, was the reason the sex-for-jobs probe was conducted at the legislature.

He claims he was next in line to replace Dlelanga and alleges that Kiviet tried without success to influence the provincial ANC leadership against appointing him as the party’s new MPL.

In the papers seen by Daily Dispatch, Ndamase further alleges that when Kiviet’s attempts to frustrate his political ambitions failed, she “resuscitated” the investigation relating to sex-for-jobs “to introduce impediments and frustrate my chances of becoming an MPL”.

Ndamase was secretary to the legislature until May last year when his contract lapsed and was not renewed, months after former premier Kiviet was sworn in as the institution’s political head.

He filed the court papers early last month when he and two legislature administration bosses – integrated human resources management general manager (GM) Malibongwe Ngcai and GM for strategy, policy, monitoring and evaluation Basil Mase – tried to prevent the institution from making public the findings of the Neela Hoosain-led committee that probed recruitment irregularities at the institution.

The trio, implicated in the Hoosain report seen by the Dispatch, had approached the court saying they were not afforded an opportunity to answer to the allegations that they had used their seniority to solicit sexual favours from interns and junior employees.

They also asked that the court prevent the institution from implementing its recommendations.

Their bid, however, failed when the matter was thrown out.

In his founding affidavit, Ndamase who is the ANC’s provincial executive committee (PEC) member, blamed Kiviet for all his woes, saying “the short period” the two worked together at the legislature “was fraught with so many challenges”.

“These challenges commenced shortly after gained ascendancy and control of the ,” charged Ndamase.

He accused Kiviet of trying to frustrate his political career, even involving ANC provincial secretary Oscar Mabuyane in the matter.

“She proposed that I be sent to national parliament, a proposal Mabuyane rejected. After all her attempts to influence Mabuyane to change the decision failed, she resuscitated the investigation relating to sex-for-jobs.

“It became clear to me that the intention was not to genuinely investigate the allegations with a view of resolving the matter, but an attempt on her part and those of her cronies to introduce impediments and frustrate my chances of becoming an MPL in January,” Ndamase said.

Attempts to reach Kiviet, Ndamase and Mabuyane were unsuccessful at the time of writing.
