Legislature boss is on his way out

Bhisho legislature administration head Phumelele Ndamase is leaving the institution after serving for more than five years.

January 31 will be Ndamase’s last day. He was appointed legislature secretary in 2009 and has been at loggerheads with the National Education, Health and Allied Workers Union (Nehawu) since starting.

Union members at the Bhisho Legislature gave speaker Noxolo Kiviet a dossier in June demanding that Ndamase be suspended.

Asked about the matter, Kiviet said: “We are going to follow government processes in filling the post.”

Probed further, Kiviet referred all questions to her chief of staff, Sipho Lunyawo who confirmed Ndamase’s departure.

“The post will be advertised late December and will try our best to fill it. An advert has already been crafted and will go out soon,” Lunyawo said.

The Dispatch has learnt that Ndamase, who currently serves in the ANC’s provincial executive committee, is touted to take over as cooperative governance and traditional affairs head, currently occupied by suspended HoD Stanley Khanyile.

This could not be independently confirmed at the time of going to print and Ndamase was not available for comment.

UDM MPL Max Mhlati said Ndamase’s term was turbulent and full of strikes.

“He had a poor working relation with his subordinates, especially with Nehawu members.

“He has serious control issues which at sometimes affected the running and operation of the legislature,” Mhlati said.

DA MPL Bobby Stevenson welcomed the fact that the legislature would advertise the post.

“We hope that the advert will enable the legislature to cast its net far and wide in order to get the best candidate for the position, regardless of what political affiliation he comes from,” he said.

The EFF’s Themba Wele called for transparency in the appointment of the new secretary and called for the position to be filled by someone with credibility and experience.

Ndamase’s tenure has not been without controversy. In September, the provincial roads and public works department revealed that Ndamase owes the state more than R30000 in unpaid rent.

Ndamase confirmed to the Dispatch that same month that his contract at the legislature expired at the end of “December”.

He further admitted to living rent-free for more than four years at a King William’s Town home owned the state.

“I have made arrangements with the department to deduct the amount owed with the intention of paying it off before December,” he said. — mphumziz@dispatch.co.za
