Little to show victims after three Bhisho jobs’ probes

At least three investigations have been conducted since the Dispatch first reported on Bhisho’s sex-for-jobs scandal in June 2014.

These included one by the Department of cooperative governance and traditional affairs under MEC Fikile Xasa; a second by the Bhisho legislature under the speaker Noxolo Kiviet; and a third by the office of the premier led by Phumulo Masualle.

The Dispatch published the report of a woman in her 50s who claimed to have endured seven years of sexual assault – repeatedly being raped and degraded by her boss in Xasa’s department.

She submitted an affidavit detailing her assaults by her then boss, and it forms part of the final report on the sex-for-jobs scandal finalised in January last year.

Speaker Noxolo Kiviet also launched probes led by Neela Hoosain into similar claims at the legislature.

The preliminary findings of Hoosain’s report revealed allegations of nepotism and jobs-for-pals allegations but no jobs-for-sex incidents.

But the report is now before court after those implicated challenged its publication before they had made their own submissions in relation to the allegations.

Masualle also set up a task team to probe similar allegations across all provincial departments.

Masualle’s investigation had minimal success as it only received one formal complaint – for nepotism.
