About 100 Bhisho Legislature employees yesterday downed tools and protested outside ANC caucus offices against its next planned MPL.

The group, mostly aligned to Nehawu, said former legislature administration head Pumelele Ndamase’s planned swearing-in would “cause embarrassment for the ANC and likely dent its performance in upcoming local government elections”.

They handed a petition to legislature chief whip Mzoleli Mrara. It was also addressed to ANC provincial secretary Oscar Mabuyane and legislature speaker Noxolo Kiviet.

The workers told Mrara that should the party go ahead with its plans, “we would have no choice but to embark on industrial action that will make sure the business of the legislature comes to a standstill”.

The party needs a new MPL to replace Mluleki Dlelanga, who made his resignation official last month to take up a post as the Young Communist League national secretary.

A rumour has been doing rounds since last year that Ndamase, who is also in ANC provincial executive committee, will be his replacement.

In court papers filed in December, Ndamase and two other legislature managers, Malibongwe Ngcai and Basil Mase, tried to prevent the institution from acting on a sex-for-jobs probe report that implicates them. Ndamase told the court the probe was a witch-hunt aimed at frustrating his political ambitions to replace Dlelanga.

Ndamase could not be reached for comment yesterday.

Nehawu legislature chairman Madoda Nkwali said the union resolved after their meeting yesterday to “vehemently” oppose Ndamase’s return “with everything in our power”.

“We are extremely disappointed with this move in light of the amount of instability that prevailed during his tenure as secretary to the legislature, occasioned by amongst others, the abuse of power.”

Nkwali said the fact that Ndamase was implicated in the sex-for-jobs probe meant “it will be improper to return him while the report was still being processed by the institution”.

“The ANC should not interpret this petition as interference to their deployment policies, but rather as an attempt to protect the integrity and reputation of our beloved organisation and legislature.”

The employees gave Mrara 24 hours to deal with the matter, vowing to make the institution ungovernable if the swearing-in went ahead.

Mrara and Mabuyane could not be reached yesterday. They were believed to have been locked in a PEC meeting.
