The union said issues such as doing away with e-tolls, banning labour brokers, abolishing the youth wage subsidy and fully implementing the Freedom Charter had not been taken forward.
Until these issues were taken forward Samwu in the province would not be able to campaign for the African National Congress wholeheartedly.
"We are not giving the ANC government a blank cheque," Samwu said.
Last year, another union, the National Union of Metalworkers of SA, resolved at a special congress to not support the ANC in this year's general elections because it said the ruling party had "forgotten" about the working class.
