The ruling ANC has even compiled a document for its millions of volunteers, who have been knocking on doors around the country to canvass votes, on how they should answer service delivery questions.
QUESTION: Why is the power cut when poor people cannot afford to pay?
ANSWER: We subsidise poor households (Note: the ANC not taxpayers) to get a basic amount of electricity free. We cannot afford to add more beneficiaries unless we increase electricity prices which affects the poor. Many people also steal electricity through illegal connections.
