Sihlwayi vows to tackle graft

The Eastern Cape department of social development has promised to be harsh on financial mismanagement in the coming financial year so that it can focus all its resources on service delivery.

During her post-Budget breakfast speech yesterday at Garden Hotel in East London, yesterday social development MEC Nancy Sihlwayi yesterday said her department would be implementing tough financial controls in the new financial year.

Sihlwayi unpacked to her audience the department’s budget of R2.8-billion and priority spending areas. The MEC emphasised there would be sound and effective financial management, saying the department was concluding many forensic investigations, so it can move forward with a clean slate. “You can see President Cyril Ramaphosa is hard on financial mismanagement and corruption,” said Sihlwayi.

“This financial year national Treasury will be with us to identify the loopholes, and we will deal with that in taking the department forward in terms of financial controls and the financial systems and policies of the department.”

Among other things, Sihlwayi promised in her Budget speech that the department would be creating 6217 work opportunities through the expanded public works programme. Also, the department will be providing 45 internships and 80 learnerships to the youth via its partnership with the Lovedale TVET College. Sihlwayi said her department placed a high premium on youth development.

“We are the first and still the only department in the province to establish a youth unit and we have very paramount programmes one of which being national youth service where 163 young people were taken for training at Rhodes University in the 2017-18 financial year for them to participate professionally within the social service programme of the department,” said Sihlwayi.

The department will be channeling R263-million towards early childhood development centres while R56.6-million will be spent on infrastructure development including four new projects and renovations of old structures.

For the care of older persons, R86.1-million has been set aside while R30.3-million will be on services for persons with disability. — zingisam@dispatch.co.za
