Public protector Busisiwe Mkhwebane has cleared Ingquza Hill Municipality mayor Pat Mdingi and suspended municipal manager Mluleki Fihlani of any wrongdoing after hawkers claimed that R5-million meant to construct stalls for them had been redirected.

In his report, public protector’s chief investigator Johann Raubenheimer absolved the two, saying there was no evidence of their action being improper.

The Lusikisiki Hawker’s Association lodged a complaint with the public protector’s office in 2012, claiming the R5-million donated by the Italian government to the municipality, had been diverted to other projects – and not constructing stalls for them as it had been intended.

Mdingi said he felt vindicated and was relieved that the municipality’s reputation would be restored.
