Bhisho’s social shambles

Eastern Cape social development MEC Nancy Sihlwayi will have to explain to the Bhisho legislature how her department’s organogram jumped from 4569 employees to 16206.

That’s according to the legislature’s portfolio committee report on social development, which is scheduled to be tabled before the house today.

The report shows that the provincial department’s approved organisational structure had increased by more than 354%.

This increase comes at a time when 71.1% of the budgeted 4559 posts are still vacant.
