Time to toss out tenders

OUTSOURCING is the root of most municipal woes, according to the ANC’s allies.

Giving a message of support during an ANC meeting with its councillors in East London on Monday, SACP provincial chairman Mzoleli Mrara said the cause of shoddy work in the country’s municipalities was the policy of outsourcing everything through the tender system.

“We have dirty streets in our cities, townships and villagers. is to stop this tender system. Let’s all be in unison.

“These tenderpreneurs are a problem,” said Mrara.

He called on municipalities to hire locals to clean the streets instead. BCM is working on a similar project to speed up street cleaning.

Cosatu provincial chairman Mpumelelo Saziwa said as long as the government issued tenders instead of empowering its employees with skills, local municipalities would continue to under-serve their communities.

“We say no to tenders, and yes to skills transfer. That’s our policy.

“We are coercing you to join us on this one,” said Saziwa.

The union federation also called on the ANC to act against all rebel councillors in the province who vote against the party’s will during council meetings.

He was referring to a King Sabata Dalindyebo incident in 2011, when a number of ANC councillors voted against the party’s preferred mayoral candidate.

Councillors were later subjected to lie detector tests in an effort to out the rogue voters.

Five who refused to be tested were subsequently charged by the party. Four were demoted.

“It is very disappointing that some ANC deployees continue to vote with opposition parties . Some even ran away from lie detector tests. That’s betrayal.

“If you want to do as you please, you should have contested as an independent candidate,” said Saziwa.

ANC provincial chairman Phumulo Masualle raised similar concerns about other councils.

Rival factions continue to vote against each other on council matters in areas such as Mnquma, Mbhashe and Ngqushwa, he said.

Masualle said there was a new tendency for a municipal public accounts committee chairman to want to oust a mayor.

“If we still have ANC councillors there we want to see order in that council,” said Masualle. —
