Mayor’s right-hand man in hot water

Makana advisor guilty of ‘gross irregularities’.

THE future of the Makana mayor’s strategic advisor Mncedisi Boma hangs in the balance after an internal disciplinary hearing found him guilty of gross irregularities.

These include accepting a 13th cheque and pension benefits for which he did not qualify as a contract worker.

He also flouted a council vote and instructed the chief financial officer, Marius Crouse, to pay out R108000 in legal fees to the former Makana municipal manager, Dr Pravine Naidoo.

The Daily Dispatch reported yesterday that Boma, who is chairman of the Makana ANC regional sub-committee, along with several officials including Crouse and council speaker Rachel Madinda, have all been named in a forensic investigation conducted by an auditing firm, Kabuso.

The report, although finalised three months ago, will only be tabled in council later this month, according to Makana acting municipal manager Themba Mnguni.

However, a parallel investigation was instituted by the municipality and an internal disciplinary hearing kicked in in April.

Last Tuesday presiding officer Desireah Howard handed down her verdict, which found Boma guilty on three of the charges.

A fourth charge was withdrawn.

The details were contained in a nine-page summary dated August 24. Boma was found guilty of:

lGross dishonesty in that between 2012 and 2013 he received a 13th cheque of R40265.33. He did not qualify for this as he was a contract worker. In addition, R9375 was added to his salary, increasing his gross income to R46 875.

lHe also “knowingly and willingly” crafted a memo instructing Crouse to pay R108374.39 to Naidoo against the interests of the employer.

The council had voted against the repayment of Naidoo’s legal costs.

Mnguni confirmed the case against Boma had been finalised, and the finding delivered to his office.
