BCM’s landfill is ‘84% non-compliant’

A compliance audit conducted on the Roundhill landfill site in Berlin has found the site is 84% non-compliant.

This was revealed in a progress report on the rehabilitation project of the site. The report was presented to council last week.

Buffalo City Metro (BCM) appointed a consulting engineering company, Envitech Solutions, at the beginning of the year to work on the turn-around strategy for Roundhill that would be in line and in compliance with all necessary requirements.

Envitech is a Johannesburg and Durban based company that specialises in environmental technology solutions.

When called for further details on the findings, Envitech’s Brendon Jewaskiewitz referred the Daily Dispatch to BCM.

Questions sent to BCM and numerous phone calls to metro spokesman Thandy Matebese yesterday had not been answered by the time of writing.

Some of the requirements listed on the department of economic development, environmental affairs and tourism (Dedeat) website for a landfill site include visibility of signposts, fencing, controlled accessibility for vehicles, on-site security and prevention of waste burning.

The department’s communications manager, Sixolile Makaula, said they were not aware of the compliance audit and had not been involved.

“The department is not in a position to provide any details with regard to this matter nor make any comments at this stage,” he added.

According to the council report, the project to rehabilitate Roundhill commenced in February this year and will be conducted in three phases over the next three years, with a required budget of R165-million.

Phase one was the operational assessment of the site, phase two consists of the implementation of the rehabilitation plan and the final phase focuses on the design, construction and management of cells.

“The implementation of the corrective measures and remediation works will entail the construction of temporary cells to accommodate excess waste, compacting existing waste, fixing of weigh bridge,” stated the report.

The Dispatch has in the past reported on a number of incidents at the site where smoke from the landfill has irritated residents and even led to an accident which involved a 14-car pileup on the N2 after visibility was reduced. — arethal@dispatch.co.za
