Bhisho mum on findings of sex-for-jobs probe

The Eastern Cape department of cooperative governance and traditional affairs (Cogta) is keeping quiet on the findings of the nepotism and sex-for-jobs investigation.

The investigation was conducted by a task team set up by MEC Fikile Xasa.

“The findings of the task team are still an internal matter of the department until further notice. The MEC has received a copy of the committee’s report in December 2014.

“He is busy studying its contents and will apply his mind in due course,” said Cogta spokesman Mamnkeli Ngam.

Suspended HOD Stanley Khanyile reported the department to the Public Service Commission (PSC) following his suspension and the appointment of the task team.

In September last year, Xasa appointed a task team led by chairman of the Transkei Bar of Advocates, Vusumzi Msiwa, to investigate the claims of nepotism and sex for jobs.

The investigation resulted in two senior managers – general manager Vuyokazi Sonamzi and Khanyile – being suspended.

The team also investigated various allegations against senior administrators.

The allegations of nepotism and managers using their positions to demand sexual favours in exchange for jobs first surfaced at the Bhisho legislature in June last year.

Khanyile two weeks ago confirmed he had taken the matter of his “unfair suspension” to the PSC after being frustrated by how it was handled by Xasa.

In the draft PSC report, Khanyile claims Xasa had no powers to place him on suspension as he was employed by premier Phumulo Masualle and not by the MEC.

Khanyile also complained about Xasa’s appointment of the task team, which conducted investigations in the department and whose report is yet to be made public.

Ngam said the MEC had already responded to the draft findings of the PSC. “A final report in this regard will be submitted by the PSC to Cogta MEC and the premier of the Eastern Cape.”

Eastern Cape PSC commissioner Singata Mafanya referred the Daily Dispatch to his national office.
