The Office of the Premier’s (OTP) chief financial officer has been removed from her position.

This comes after Nomawethu Ngcakani had to apologise to the Bhisho legislature’s OTP portfolio committee in June for lying about the prepayment of a service provider.

Ngcakani – who was doubling as deputy director-general of corporate and operations support at the OTP – has been replaced by Nozuko Yokwana, who takes over in an acting capacity.

The move comes weeks after Ngcakani’s post was advertised in national media while she still had a contract with the OTP.

Yokwana assumed duties as DDG last week and was previously chair of province’s planning commission.

The reshuffle was confirmed in an internal memo dated August 26, distributed to some OTP staff last week.

In the memo, signed by senior manager of corporate services, Mulingoni Lambani, it is stated that Yokwana had assumed duties since August 24 and would engage in an “introductory meeting” with staff “in due course”.

Although it could not be independently verified yesterday, it is believed Ngcakani has been seconded to the Eastern Cape Socio-Economic Consultative Council (ECSECC).

Ngcakani yesterday refused to comment and referred the Daily Dispatch to provincial director-general Marion Mbina-Mthembu.

The ECSECC’s CEO Andrew Murray was also q mum on the matter, saying he could “neither confirm nor deny” that Ngcakani had been seconded to the council.

ECSECC board chairman Mlibo Qoboshiyane could not be reached yesterday, while board member Les Holbrook said the board had not yet been officially informed of the move.

Mbina-Mthembu also could not be reached.q

Ngcakani had to tender an apology to the legislature after “misleading” it about the prepayment.

She claimed the service provider had “not yet been paid a cent” and would only be paid once work was completed. It later transpired the service provider had been paid the entire R2.2-million long before completing the job. — asandan@dispatch.co.za
