The Buffalo City Metro council has a new municipal public accounts committee (MPAC) head, Sakhumzi Caga.

The resolution to replace ANC councillor Nomfanelo Madonono with Caga was taken during last Wednesday’s council meeting held at the Abbotsford Christian Centre.

Madonono had been on and off work due to her health.

ANC chief whip Mzwandile Vaaibom said: “Weighing her state of health versus the workload and backlog of the committee she leads, we decided to relieve her of her duties as chairperson.”

Reacting to the decision, DA caucus head in council Jan Smit said his party welcomed the move.

He described Caga as a “seasoned councillor and a former mayor of Buffalo City who is known for his fairness and effectiveness in council”.

There are several outstanding items the MPAC still needs to deal with including a full report to be tabled before council on events leading to the metro incurring R2.1-billions worth of irregular and wasteful expenditure between the 2012-13 and 2013-14 financial years.

Smit said the outgoing MPAC chairwoman had a string of complaints that led to her being replaced. These included delays of MPAC meetings because “she was constantly ill”.

“The committee did not meet for long periods, resulting in important reports not being presented to council, much to the frustration of its members,” Smit said.

Next week’s council is the last scheduled meeting this year.

Speaker Luleka Simon-Ndzele announced at the meeting that members of the committee would have to meet and work throughout the festive season in order to reduce the backlogs.

“Currently, there is an investigation into fruitless and wasteful expenditure amounting to R2.1-billion which is severely delayed.

“The DA believes that the people of BCM should be treated fairly by having a capable MPAC that ensures all residents have the opportunity to enjoy effective service delivery,” said Smit.
