Parliament takes energy minister to task

Parliament's portfolio committee on energy has tabled the most devastating parliamentary rebuke to a government department in many years, slamming Energy Minister Tina Joemat-Pettersson for her secrecy on the proposed nuclear deal.

It also sets her tasks with set deadlines to improve her department’s performance.

The annual departmental budgetary review and recommendation report was supported across party political lines.

The committee states “in terms of nuclear, the country is going through a large procurement process and that there is a need for transparency and a rational discussion to ensure that government can carry out this task successfully and prudently”.

It takes Joemat-Pettersson to task for withholding key documentation on nuclear energy instead of presenting it to parliament, including the integrated nuclear infrastructure review, finance model options and solutions for the nuclear build programme, and findings on the economic impact of its localisation.

The committee also takes Joemat-Pettersson to task for the number of policy documents outstanding, including the integrated energy plan, the integrated resource plan, the liquid fuels master plan and the gas utilisation master plan.

MPs also found the department provided inadequate oversight over state-owned enterprises, noting that “the R14.5-billion impairment at PetroSA could have been far lower had the Department of Energy put checks and balances in place”.
