KSD to vote on pay hike

The salary bill at King Sabata Dalindyebo municipality could soon rise significantly, as councillors are expected to vote today to increase their pay.

The vote follows the municipality’s status being raised to that of a grade five institution from grade four.

If salary increases are agreed upon, it will see mayor Nonkoliso Ngqongwa’s salary increase from R746029 to R921912 a year.

Council speaker Dumani Zozo’s annual pay will increase from R596822 to R737529, while mayoral committee members’ salaries will increase from R559522 to R691433.

The pay for chairpersons of oversight committees will increase from R522220 to R645339, and ordinary councillors’ pay from R223808 to R277883.

The new grading also means that municipal officials will have to be paid according to the grade five level. At present many of the senior managers’ pay is based on the grade four category.

According to a report that will be tabled before council today, cooperative governance and traditional affairs MEC Fikile Xasa has declared KSD a grade five municipality.

The grading of a municipality is based on the number of points it receives when its total municipal income and its total population are combined.

While councillors are expected to endorse the increases, they will only be implemented after Xasa has given his nod for this to be done. If this happens, the new salaries will be backdated to July 2015.

The report further states that councillors who have been appointed to represent local councils in district municipalities will be paid R926 a sitting. However, this does not mean councillors will be paid extra if they attend more than one meeting a day.

The Dispatch was yesterday unable to establish how much they received previously.

The OR Tambo district municipality, also a grade five institution, introduced pay increases of 5.5% and 6% on Monday.

Xasa said increases voted for would have to pass through his office before being implemented. “After the resolution has been taken they will it to us and we will look at their capability to raise revenue before the proposed upper limits are implemented.”

He would also look into whether KSD had actually moved up from grade four to grade five. KSD spokesman Sonwabo Mampoza declined to comment on the issue, saying it was a “confidential internal matter”.

Councillors spoken to welcomed the proposed salary increases but had reservations about whether there was enough money to pay them.

UDM councillor Mabandla Gogo said: “As far as I know the council does not have money. We are still limping after the Landmark scandal.”

DA councillor Raymond Knock said KSD was in a bad financial state because of wasteful and fruitless expenditure.
