Premier under fire for failing targets

The premier’s office faced a grilling yesterday on its spectacular lack of results.

Members of the Bhisho legislature’s oversight committee for the office of the premier (OTP) were more than concerned at the woeful performance on several targets set for the third quarter (Q3), ended December 31.

This would have “huge implications politically” for premier Phumulo Masualle as he would be  judged by the general public, said committee chairman and ANC MPL Sicelo Gqobana.

A delegation led by Masualle and provincial director-general (DG) Marion-Mbina Mthembu presented the OTP’s Q3 report.

Kicking off with the administration overview, Mbina-Mthembu broke the news of targets missed and, as a result, an underspent budget.

Missed Q3 targets include:

lImplementation of a monitoring and evaluation information management system;

lCoordination and monitoring of a broadband rollout in provincial departments; and

lImplementation of a monitoring and evaluation framework.

They had aimed to complete 75% of the work by December 31 in the broadband rollout and the monitoring and evaluation information management system.

But no work has been done at all in either instance.

Mbina-Mthembu said the “zero percent” achievement was due to non-availability of personnel in other departments, and to delays in the appointment of a service provider for the broadband rollout.

She said in implementation of the provincial monitoring and evaluation framework, they had aimed to complete 100% of the task by December 31.

However, they had only managed to complete 20%.

MPLs joined forces across party lines in voicing their displeasure about the “failures”, with Gqobana warning of the political fallout for Masualle.

“I can see that some members here are being very diplomatic about this dismal performance at the OTP.

“However, the report you have tabled is very glaring and up-front about the extent to which you have performed.

“The bottom line is that in all the programmes you have planned, you have not achieved.

“That has huge implications politically for the premier.

“This is because as the head of state, he is the one going around articulating programmes to the people. However, you don't seem to be in the same space as he is.”

Gqobana said the OTP was a critical department and its performance would impact on the performance of the province.

“We cannot dilly-dally about that,” he said.

The DG later conceded that her department’s quarterly performance “really looks terrible”.

She promised the committee, however, that they would “push” towards achieving 80% in some of the targets by the end of the financial year. — asandan@dispatch.co.za
