NU2 pool project a damp squib

A multimillion rand tender advertised by Buffalo City Metro for the redevelopment of the depleted of Mdantsane NU2 swimming pool has again been put on hold.

The tender cancellation notice issued by BCM acting city manager Nceba Ncunyana this week was apparently due to a change in the scope of the work to be undertaken.

The project is now expected to make way for a much bigger sports development project in NU2.

Metro spokesman Thandy Matebese said the tender would now in addition to the swimming pool, include the NU2 sports precinct.

In the advert Ncunyana said the contract re-development of Mdantsane NU2 swimming pool that was advertised in the Daily Dispatch on August 8 2014 and briefing session held on October 22 2014 and closed on September 5 2014, has been cancelled.

He said all suppliers who previously tendered would get a free copy of the tender document, when this contract was re-advertised upon producing a receipt for the last payment.

It is not the first time the metro has cancelled the tender to redevelop the swimming pool that has been in ruins for more than 20 years.

In February, the Dispatch reported that the tide could be turning after BCM allocated close to R3-million to revamp the swimming pool in the next three years.

However the metro’s Integrated Development Plan (IDP) draft for 2016 to 2021, currently under discussion, has revealed BCM’s plans to inject about R10.3-million into the swimming pool project.

Although no work has commenced on site, the IDP plan shows that R2.6-million will be used in the 2015-16 financial year which ends next month.

For the 2016-17 financial year, about R3.1-million is projected and R4.5-million is projected for the 2017-18 financial year.

Matebese said: “Cancellation of a contract is an administrative procedure in terms of the Municipal Finance Management Act.

“The new tender document is expected to be tabled at the bid specification committee (BSC) for consideration and then it will be advertised.”

He added that there was a possibility that the tender would be re-advertised towards the end of the month.

Mdantsane activist Thabang Maseko said the swimming pool matter was again raised at an IDP roadshow held at Mdantsane’s NU7 on Thursday evening.

“Councillor Nomiky Mgezi said there was money put aside for the development.

“She didn’t say when the work would commence and that they had cancelled a tender advertised for the pool.”

Maseko called on the metro to “take seriously” the redevelopment of the swimming facilities as there were “many children who had an interest in swimming but they were taken by their parents for swimming lessons in town”.

“The metro should prioritise that project because it will assist the community in helping to decrease drowning cases,” he said. — mamelag@dispatch.co.za
