Public protector widens net in Mandela funeral fund scandal.

PUBLIC protector (PP) Thuli Madonsela has extended her investigation into the Nelson Mandela memorial and funeral funds scandal to include the alleged misuse of funds by the Eastern Cape Development Corporation (ECDC).

The announcement of the PP’s investigation into the corporation follows others into the premier’s office, Buffalo City Metro (BCM), King Sabata Dalindyebo (KSD) and OR Tambo District municipality.

“The CEO was dismissed for allegedly using R22-million of the ECDC’s funds towards the funeral of the late president, Nelson Mandela,” Pakati said.

“The department must, within 30 days, submit a report to the committee on how it will restore leadership stability to the corporation’s board.” He said the report also had to cover matters related to the former CEO’s dismissal as well as the use of the R22-million.

Magwentshu quit last month after nearly two years at the helm of the public entity following months of internal wrangling between the board and top management which led to the dismissal of Mase.

The validity of the allegations against Mase were never tested as a disciplinary process against him was aborted.

“The ECDC staff is ageing and this makes the organisation susceptible to lethargy and poor service delivery.

“There is a lack of appropriate skills within the very critical loan finance division, coupled with a general high staff turnover in the organisation as a whole,” Pakati said.

In response to the committee’s report, finance and economic development MEC Sakhumzi Somyo acknowledged there were problems besetting some government parastatals.

“We assure this house and the portfolio committee that we will examine all findings and will implement all recommendations,” Somyo promised.

Pakati said the ECDC needed to investigate alternative revenue-generating methods.
