BCM mayor to deliver last Soma

Buffalo City Metro mayor Alfred Mtsi will this morning highlight some of the achievements and challenges during his 11 months as the metro’s top citizen.

Mtsi will today deliver what will be his last state of the metro address (Soma) at East London’s Christian Centre.

He is expected to reflect on the work done in the 11 months he has been in office and what still needs to be done in order to improve living conditions of citizens across the metro.

Mtsi, who previously had been one of the longest serving ANC MPLs in the Bhisho legislature, was appointed BCM mayor in July 2015 after the recall of then mayor Zukiswa Ncitha.

He is expected to vacate the post after the August elections and hand over the mayoral chain to his deputy and former ANC MPL Xola Pakati.

Pakati was announced as the ANC’s mayoral candidate for BCM at the weekend following the ruling party’s special national executive committee meeting.

Metro spokesman Sibusiso Cindi yesterday said he could not dwell much on what Mtsi was expected to say “as that might steal away the thunder from the occasion”.

He, however said Mtsi “will deliberate” on how the metro has performed in terms of delivering basic services to the people of the city.

“The metro has also delivered thousands of low-cost houses and electrified many shacks all across our jurisdiction, while the city has also built many new roads such as the Gonubie Main Road and various bridges.

“However, the metro still faces major challenges in terms of dealing with potholes, illegal occupation of land, connection of electricity and waste management, challenges which has made the city look filthy,” Cindi said.

Cindi said the term of office had not been easy, attributing the slow pace of service delivery to political and administrative leadership “tensions”.

“It is also in this term of office that the tension between the then executive mayor Zukiswa Ncitha and city manager Andile Fani led to the screeching halt of service delivery in the city,” he said.

Cindi said Mtsi would “deliberate” on all of these matters during his last Soma. — asandan@dispatch.co.za
