Zitumane tasked to save Mnquma

THE Eastern Cape government has assigned Vuyo Zitumane to rescue another crumbling provincial municipality.

A local government practitioner, Zitumane, who has been credited with stabilising administration in various trouble-prone municipalities, was yesterday announced as Mnquma Local Municipality’s administrator.

The troubled council last week asked the local government department to take over its administration duties by invoking section 139 (1) (b) of the constitution – which authorises the MEC to intervene if a municipality cannot or does not fulfil an executive obligation in terms of legislation.

It also gives the MEC powers to appoint an administrator to steer duties in that particular council.

Zitumane’s unveiling comes days after the unstable Mnquma council placed their municipal manager Ngamela Pakade and two other senior managers on a three months’ forced leave, thus leaving a vacuum in its top administration.

Local government MEC Mlibo Qoboshiyane with senior staff from his department, met Mnquma’s political leadership to introduce Zitumane who is expected to be at Mnquma for the next six months.

The MEC will introduce Zitumane, the Eastern Cape Tourism and Parks Board chairwoman, to the council next Tuesday.

Qoboshiyane said the municipality had “completely ground to a halt” and without his department’s support things could have been worse.

Mnquma mayor Mntuwoxolo Baba Ganjana said he was “relieved and happy” about the secondment , stating Zitumane’s appointment would go a long way towards bringing stability .
