EC premier taken to task over ‘double parking’

Bhisho has called premier Phumulo Masualle to account over “double parking” allegations.

MPLs with oversight over the premier’s office have asked him to explain why some senior civil servants are being shuffled sideways for no loss of pay or perks. Chairman of the portfolio committee ANC MPL Sicelo Gqobana also wants to know why senior positions were filled without being advertised.

He said the posts were not in the Office of the Premier (OTP) staffing organogram.

Gqobana said on Friday that double parking had been brought to attention of his committee and was “a concern”.

Double parking is when an official gets a job at the same level in a post already occupied by someone else.

Gqobana said his committee would meet with the OTP soon and get answers.

Nehawu unionists in the OTP have complained about “chopping and changing” of senior managers without due processes being followed.

On Friday, Nehawu OTP chairman Loyiso Sobhili said some senior posts being “populated” were not on the organogram.

Sobhili said Masualle’s chief of staff Lungelo Madlingozi, who was removed from his post and replaced earlier this month by Nandi Skutshwa, had since been given another senior post, “with almost the same benefits, without it being advertised or being on the organogram structure”.

Sobhili said Nehawu was also concerned that “two posts, one for a human resources specialist and the other a finance specialist, were recently filled while there were general managers (GMs) responsible for these directorates, and the specialist posts did not exist in their structure.

“That there are two GMs responsible for communication while there is only one GM communication post in our organogram, is also a concern,” Sobhili said.

Provincial spokesman Sizwe Kupelosaid Masualle “has exercised his prerogative in appointing a chief of staff, in line with the ministerial handbook”.
