Suspended BCM employees still paid

Buffalo City Metro (BCM) ratepayers have paid R1.2-million for the salaries of 10 suspended employees who are sitting at home.

The 10, who range from clerks to assistant managers, were suspended between August 2014 and October last year, with all their disciplinary hearings still pending.

Their alleged transgressions include gross insubordination, fraud, dishonesty, theft, misappropriation of funds, corruption, negligence, dishonesty and unauthorised use of municipal vehicles.

The figures were contained in a confidential report tabled in a council meeting last Wednesday by the metro’s head of planning and economic development, Nonceba Mbali-Majeng.

The report compiled by Mbali-Majeng in her capacity as acting municipal manager informed council about the disciplinary cases pending for longer than three months.

According to the report, an assistant manager in the landfill unit, has been on suspension since August 2014 after being charged with gross insubordination and gross negligence.

In the 16 months he has been away from work, the assistant manager was paid a total of R408600. His disciplinary hearing has often been postponed, on both his and the metro’s insistence.

Another assistant manager from the waste minimisation unit was suspended last July for alleged negligence and dishonesty. She was paid R159600 while sitting at home. A project manager in the supply chain unit suspended last October earned R120000 while his disciplinary hearing is still pending.

According to Mbali-Majeng’s report, two senior licensing clerks at the metro’s traffic services department suspended on December 2014 and last April, paid a combined R208291.

They were suspended amid allegations of fraud and dishonesty, theft and misappropriation of municipal funds.

A cashier clerk also from traffic services suspended last April for theft and misappropriation of council funds, received salaries totalling R73238.

Another clerk from solid waste management who has been at home since April last year earned R99613 while waiting on suspension to be charged with assault and threatening a fellow employee with a knife. Her hearing was postponed a number of times.

The report reveals that a “seasonal worker” and a “temp” (temporary worker) were suspended last May amid allegations of corruption and have been paid a combined total of R94000.

The report shows a metro messenger and driver was placed on suspension last May after taking a municipal vehicle without authority and crashing during a joyride. The messenger has been paid R58280 in salaries.

Metro spokesman Keith Ngesi yesterday refused to comment on the matter, saying these cases “were still internal matters that can only be communicated to the public once the disciplinary processes have been completed”.
