ADM makes new radical turnaround plan for survival

Amathole District Municipality (ADM) might be forced to lay off people or rearrange the salaries and positions of some of its 1600-odd employees in a bid to rescue the beleaguered municipal authority, which is in the throes of financial ruin.
In 2015, a Daily Dispatch investigation exposed a R631-million sanitation scandal, where the politically connected Siyenza Group company was illegally awarded a lucrative tender. The tender was subsequently cancelled after the company had already been paid millions.
The project was funded by the National Treasury through a Development Bank of Southern Africa (DBSA) loan.
Last week the municipality announced it was in the process of “reviewing and redesigning” its organisational structure...
